My config posted above has worked flawless for me for years.
For troubleshooting help I suggest you post logs from the Asterisk console or a Wireshark trace.
had the same issue you just have to change the useragent in sip_custom to wathever you
cat /etc/asterisk/sip_custom.conf
language=fr
useragent=mozilla
