How can I stop the calls to a group of extensions?

I have 2 locations which use my FreePBX server. I want to restart the router at the first location which will drop all the calls.

So in order to not drop any of the calls I want to make all the incoming calls go to the second locations extensions while I wait for all the calls at the first location to end so then I can restart the router without cutting anyones call.

How can I do this?

You need to manually change your inbound routes for the first location that you will be doing maintenance on to accept calls for your second location. If you need to do this often you could setup a Call Flow toggle and switch between the two when you need to restart your networking equipment.
