Help with PRI setup on Digium TE205p

First time setting up a digital card for PRI’s and needing a little help. I have a Digium TE205P with echo cancellation. Here is my system.conf

With the pri’s plugged in I have a red flashing light on span 1 and a green light on span 2. Tried swapping the pri that was plugged in span 1 to span 2 to see if anything was different but was not. Light stayed flashing red on span 1 and green on span 2. When I looked at dahdi tools it showed alarm on span 1 and ok on span 2. Also, when you tried to call out you got all circuits are busy. Any help would be appreciated. Thanks!
