Someone gave me this solution for setting up a PBX but it clearly above my comprehension.
I am not sure if you are asking for a specific setup or a PBX that can do this. You should be able to do this with FreePBX. You should be able to easily do this with the IVR and an outbound route to a SIP trunk based on number dialed (5) that you want the call to go out. Or you could have a custom script handle this. I am not exactly sure the best way to track the minutes but I am sure there is a way as you could use the CDR reports or a third-party module that does this.
Anyone here who I can hire to help me with such a setup? I can provide more details about my problem on request.
