Hanging up call - no reply to our critical packet

I have a linksys pap2 device SAP3000 that used to work fine but has suddenly developed one way audio on incoming calls on the pstn line. the caller can hear me but I can’t hear the caller.
the line hangs up after 6 seconds and asterisk is showing the following during an incoming call:
Unable to create channel of type ‘SIP’ (cause 20 - Subscriber absent)
Retransmission timeout reached on transmission for seqno 102 (Critical Response)
Packet timed out after 6399ms with no response
Hanging up call @pap2-ip-address - no reply to our critical packet
this is really baffling because the pap2 is on the same LAN as freepbx. the phone rings during the incoming call and I can ping the pap2 from the freepbx machine.
I’ve done a lot of searching on google and did sip show peer NUMBER and sure enough I had expire: -1 and Defaddr->IP : (null) which shows ‘the SIP client is not online’.
and yet the client is there when I do sip show peers.
