FreePBX reload causes Voicemail interrupt

I am running FreePBX distro with FreePBX version 2.8.0.3. I have about 15 IMAP voicemail users configured. I have noticed that a reload takes about 10 seconds to complete and during this time voicemail does not work. When I reload voicemail module from Asterisk console, I have the same issue. I want voicemail to remain functional during a reload so that I can make changes during prod hours. Is this not feasible?

do not reload through the gui. generate new configs(retrieve_conf) and then reload the affected modules ( sip reload, iax2 reload, dialplan reload)

Anybody have issues with long reload times ? Any tweaks I can make to make it better?
