Is FreePBX just a web-interface to Asterisk?

It’s quite a bit more than that. It automatically creates the Asterisk dial plans for 100’s of PBX features. These features would take 1000’s of lines of code to begin to replicate in a hand coded dial plan. FreePBX is over 10 years of integration work.
Take a look at the wiki. If you want an Asterisk powered phone system, FreePBX is your solution. If you are looking to do something else with Asterisk then it might not be useful for you.
