FreePBX 17 UCP portal Exception 404 error

When I try to connect to the UCP portal I get an exception 404 error;
Unable to locate the FreePBX BMO Class 'Voicemail’A required module might be disabled or uninstalled. Recommended steps (run from the CLI): 1) fwconsole ma install voicemail 2) fwconsole ma enable voicemail

If I go to the Module Admin to look at the VoiceMail module I also get an Exception error;

If i run ‘fwconsole ma install voicemail’ from the SSH CLI I also get an error;

I’m not sure where to even start debugging this.
