Freepbx 16 apply never stop

Hi, a Freepbx 16 system on VM 4 cpu 8GB, I have the following issue:
#fwconsole reload -vvvv
Reloaded Started

but never stop. Gui has the same issue.

Only the first time after reboot, the apply works fine.

Any suggestions ?

Run

sudo -u asterisk fwconsole reload --verbose

What do you get back?
