Free signal on busy phone

Hi,
I’m getting this problem: if I call a busy phone in my office from another phone inside, I got the busy signal, but If I call from outside (Zap) to an office phone and it is busy, I have no tone only silence until the line go down.
If I got a phone off hook: if I call it from outside, it keeps ring free.

Any ideas?

set ‘Fax Detection Type’ to be Zaptel, and Pause After answer to 1

Problem using:

any call received, is charged to the caller also if nobody answer.
