Fail2Ban not banning as per settings

Hello,

I am running FPBX15 distro, with all of the latest module and yum updates.

Ban time is 86400
Max Retry is 2
Find time is 600.

Any idea why this many attempts were made before the attacker was blocked?

This is the email I got from Fail2Ban.

Hi,

The IP 20.67.244.145 has just been banned by Fail2Ban after
8570 attempts against SIP on localhost.
