How do I clear a ban on an IP address put in place by Fail2Ban?

You could restart the service in the CLI or in the GUI Admin>System Admin>Intrusion Detection>Intrusion Detection>Restart

That would not work with current releases of fail2ban ( >= 0.9 ), the database is now maintained over a restart , so for all jails

 fail2ban-client unban ip.add.rtess

or more specifically

fail2ban-client set asterisk unbanip [--report-absent] ip.add.ress
