Extensions that only have voicemail

Good day,

Is there a way to have and extension for a user that only required voicemail? By this I mean lets say ext 1234 has voicemail to email configured but there is no device endpoint mapping created. I have done this but one of the things I noticed is that it will list those extensions in the drop down menu if you go to map a new device in extension mapping?

You want a virtual extension.
