Is there any way to make a new extension allowed on all routes by default instead of denied?

By the way, anyone else have to try twice on each captcha to be able to post???
I get the right shape but have to do it once (goes red) then refresh captcha and do it again (goes green).
Just wondering - i am using chrome.
