Dial Pattern with 7 Digits

I have a dial pattern within endpoint manager:

911|1[2-9]xx[2-9]xxxxxx|[2-9]xx[2-9]xxxxxx|1xx (works fine for 10 digit and local)

On my outbound route I prepend 1520 on NXXNXXX

In endpoint, I tried adding 911|1[2-9]xx[2-9]xxxxxx|[2-9]xx[2-9]xxxxxx|[2-9]xxxxxxx|1xx

which didn’t work. What am I missing?
