And if you look for Asterisk courses on it, you will find the Essentials online course and dCAA certification, but not the dCAP course.

Can anyone else know how to obtain the dCAP certification?

Oh, read the description of the dCAA course:
"Asterisk Certified Essentials is formerly the Digium Certified Asterisk Administrator. Seems like dCAP is no longer a thing.
