chan_sip.c: Call from '9905XXXXXXXXXX' to extension '13XXXXXXXXX' rejected because extension not found

Hi,

this is my first FreePbx box that I am trying to configure.

I have outgoing calls working from any extension but I am not able to receive any inbound calls.
when I look at the logs this is the message I see

chan_sip.c: Call from ‘99XXXXXXXXXX’ to extension ‘13XXXXXXXXX’ rejected because extension not found.

How can I solve this?

having same problem after upgrading to 2.8.
