I have Sipstation as my provider and freepbx setup. I am able to send sms from the UCP but I cannot receive. Has anyone ever had this issue?

In my experience IF you can “send SMS” and it works regular, RECEIVING should not be a problem.
Kindly can you describe the problem a little better - so that others users can help you? 
Can you show trunk setup or some config files? What soft version do you have?
(try to check logs during your tests)
Sipstation SMS inbound arrives as a UDP SIP MESSAGE packet, you can actually see the signaling using sngrep. If you’re receving calls without issue, but not SMS, then recommend you open a ticket with Sipstation support.
