Cannot Redial Missed Calls on FreePBX w/ Cisco SPA04G

I know there is an easy fix to this but I can’t seem to figure it out. If I miss a call on my Cisco SPA504G and try to use the redial function I get a busy tone. Looking at the redial info the phone is prefixing the number with a +. I checked the CDR reports and it shows a destination of +###########. I am sure I just need to setup something in my outgoing route but I can’t seem to figure it out.
