Block CID Override for E911

I read a thread from 2010 stating that the CID can be set to override for emergency functions, but that does not seem to be the case for me. I am using Linksys SPA1001 out in the field for customer end, and it seems the * code funtions on the ATA will take all priority. Essentially, what is happening, is these customers have CID blocking turned on, call 911, and it shows up as an anonymous customer, which costs me money per call. Can I set FreePBX to override this functionality, and ALWAYS display CID for emergency calls?

I have an emergency outbound route set up, which points to my outbound trunk. Is there anything I can change, or add in my Peer details? Any help would be appreciated.
