Blacklist entries

I had a question on Blacklist entries.
If i enter a ten digit # from the black list page
This will disable all incoming and outgoing calls
to and from example 602-447-9988 correct?
and if i wanted to view the config file under
vi does anyone know the file location?
is it recommended to edit only from freePbx gui
or can one manually edit the config with VI editor?
Is this a suitable way to from a DNC for #'s
never to be called again or would there be limitations
on number of entries?
500-1000 entries would be more than adequate for my
application the first year.

Blacklist is for blocking inbound only. For a sample of an outbound do no call list there is an option here:
