I have this server on our Fortigate 60F DMZ and I’m able to receive calls without issue. Calls successfully last past 30 seconds. However, outbound calls result in “All circuits are busy.”
Here is the log file for an outgoing call.
Are you using the Class of Service Module?
No, I’m not.
pjsip logger was not on.
At the Asterisk command prompt, type
pjsip set logger on
make a call attempt to 1 800 437 7950 and paste another log.

Problem seems to be in the twilio trunk, both trunks are giving chan unavailable, I would start by confirming the trunk settings are OK. (Specially the pjsip advanced settings)
