Administrators menu item missing from Admin menu

Power outage decided to wreak havoc on my system. Authentication type was set to usermanager. When I set it to none, the Administrators menu item, on the Admin menu, disappears.

Go into Module Admin and you’ll find it’s ‘broken’ for some reason. Simply download and reinstall it.

I looked in Module Admin but not sure what I’m looking for and nothing reports to be broken.
Is there supposed to be an Administrators module?

If you set authentication to none the administrators menu item is useless so it is removed.

Is it supposed to be usermanager? I guess one of the versions changed because I remember always seeing the admin login in there and now there’s nothing.
