Administrators - Apply Changes Bar

Hi,

I have a FreePBX 2.9.0.7 system were I am using the built in Administrators function (auth=database).

I have several administrators setup with restricted access and it all appears to work fine apart from the “Apply Changes Bar”. With Apply Changes Bar deselected they still get and can press the red bar at the top of the screen.

Is this a bug or am I missing something?
