Admin UI - no permission to access /.noindex.html after restore

Production server A, FreePBX 14.0.3.6 with HTTPS access using a Let’s Encrypt certificate. Default Backup of server A is restored on server B (same FreePBX 14.0.3.6, no certificate)
Admin GUI message: you don’t have permission to access /.noindex.html

How can I regain GUI access to server B?

Try setting permissins

fwconsole chown

Command ran through successfully, but made no difference, even after reboot.
