Add external link to menu

Can I add a new item to the admin menu?

I’m looking at the /var/www/html/admin/modules/core/module.xml

I want to add something like this
MyPage

The short answer is “yes”, but it’s not as simple as adding a symlink. I’m pretty sure you have to add It through module admin to set it up correctly.
