Queues vs. Camping

I’ve just done a migration and am being asked about how external callers can be “camped” on extensions. This is something that was done on the old Nortel system. The external caller, when “camped”, would functionally wait on silent hold until the extension cleared its call, then ring through. Camping was something the operator would do manually for external callers.

Reading through the docs on camping, it seems to me that camping on the Nortel and Camping on FreePBX/Asterisk are not the same and this this functionality would only work with queues for each extension in the latter. Is this a correct assessment?
