Incoming Callers do not hear a ring

I checked out the information on Incoming call, caller hears silence not ringing as it matched my case exactly, but the Send Progress parameter was already enabled and the MOH is set to Ring. I went through a lot of posts, but they were mostly around 8 years old so I don’t know it they still apply.

I think I got this fixed myself. I had to do the following:
Connectivity>Inbound Routes>(Edit the DID)All Calls
From the edit page for that Route, select Advanced and switch Signal Ringing to Yes.

Hope this helps others but it looks like it is a rare issue.
