Your account is not permitted to run this action to_mailbox (12345)

Hello this is my first post. Sorry if this is something that is already here, but I could not find it. I am still running FreePBX12. I have a mix of Digium D40s and Aastra 53i phones. I am not sure if the issue is a setting on the phone or on the system. A staff member is trying to forward a voicemail from her mailbox to another extension. She gets a message that tells her “your account is not permitted to run this action to_mailbox (12345)”. She has a digium D40 and the ext she is trying to send to is a Aastra 53i. If she tries to forward a message to another ext which has the same phone, a Digium D40, the forward works with no issues. I have been digging through settings in FreePBX12 as well as on the phones themselves, but not being a phone system guy, a lot of the settings a completely unfamiliar. Any advice is appreciated.
