Why after upgrade is dnsmasq now my DHCP Server?

Well, this screwed me up this morning - why after upgrading 13 to 14 and then to 15 does FreePBX/Sangoma kill my dhcp server (dhcpd) - it actually is not installed - and then enable dnsmasq to be my dhcp server, not through /etc/dnsmasq.conf but through the last line in the conf -
conf-file=/etc/asterisk/dnsmasq.conf

What is the rationale with this change? What was wrong with dhcpd? Why would it mess with a working config?

Is this going to be overwritten in the future?
