Where do the dial rules for trunks come from for 7 or 10 digit dialing?

Where do the dial rules for trunks come from for 7 or 10 digit dialing? Is there a website or tool I can use to look this up other than freepbx?

I am trying to find out what 706 area code numbers are local 10 digits numbers for atlanta (people calling from area code 770 to area code 706).

Fill in just your NPA (area code) and NXX (first three digits of the number assigned to your PSTN line). Leave the other fields blank and click submit. Next, click on your area code and prefix where it appears in the green field (right at the left). That will produce a semicolon-delimited list of exchanges in your local calling area. Try it and you’ll see the format. Remember, you need three entries for each exchange (7, 10, and 11 digit patterns).
