Voicemail unactivated for users

after setting up new users they all have unactivated voicemail boxes that cannot be activated by calling into them.

Also, CLI shows:

Module Description Use Count
0 modules loaded

after running command ‘module show like voicemail’

can anyone tell me how to load the module so this will work?

Are you trying to run this on an Apple?

no, it was a broken install, now fixed
