VoiceMail Notification Module Easily Change Priorities

I have a car dealership that is currently utilizing the VoiceMail Notification module. They have it setup on 3 extensions; Sales, Service, and Parts. The issue is the car dealership would like each department to manage their own Voicemail Notification Priorities based on who is on call each week but they do not want each department to be able to change or see each other’s setup or give each department an Admin User\Password to the system. The only way I know to change the VoiceMail Notification module is to login with an Admin account and change each one. Is it possible to setup a non-admin user account to only be able to change certain Voicemail Notifications that they are assigned to?
