Video starts in 1 min. 20 sec. Not earlier

Hi guys,
I use Asterisk 13.22.0. I noticed that when making a video call, the video is displayed after 1 minute 10 or 20 sec, not earlier. I use VP8 codes with mix.bitrate 512 kbit/sec and I use softphone Zoiper. The same results are shown when making a call to echo test - *43. Moreover, the situation is that inside the local network and when making a call from outside LAN.
What can be wrong?
