FreePBX 15 went general release a few weeks ago so it’s a new product. 13 is not end of life yet, but nearing there. 14 is what I would setup today for a new system, others would use different versions and that is fine. I see your concern now. That is a complaint for other distros. The FreePBX Distro always provides an upgrade path to current.
