Unable to VM Transfer to any ext with 11X nomenclature

We have a customer with extension ranges 100-180 + 200-210 + 300-308. We can do a directed vm transfer to any extension that is not 110-119. When we do a direct to vm transfer on 110-119 extension we get Alyson saying “I am sorry, but that is not a valid extension”. This is accomplished through blind transferring to *ext. Regular transfers work fine. We ensured that no feature code (Admin | Feature codes) exist that are *11 (in fact we removed all *1 feature codes for testing and still no luck). The extension from which we are making test calls is 450 (test extension, but all extensions at the customer exhibit the same behavior). We are trying to transfer to VM direct extension 114 - note the *114 shown in line 11 of the below log. Also note the 7th line from the bottom shows “Invalid extension 4 entered”.

We have FOP2 running - using FOP2 direct to VM transfer exhibits the same behavior.
