Unable to dial an extension

We have a deployment of FreePBX 2.11 where a single extension (2200) is not able to call another extension (2291). Every other phone in the system can call 2291 with no problem but when 2200 tries it goes straight to voicemail. The blacklist feature code was disabled when the system was installed.

2200 is a Yealink T28
2291 Panasonic KX-TGP500B04-I do not see a native blacklist feature.

These are the errors we see in the log when 2200 tries to dial 2291:

I have rebuilt 2200 and the problem still persists.

This has been solved. Apparently the Panasonic does have a native call block feature that they hid fairly well. You have to go into the menu on the phone itself and dial #217 and then follow the prompts.
