Unable to change Call screening

When trying to enable Call Screening on FreePBX Firmware: 10.13.66-6 asterisk 13.5.0 it always reverts back.
The module after changing to call screening no memory, then clicking submit, and apply the option is back at disabled. I have noticed that it does sometime set the extension to Call screening with memory, but this is not the desired setting.
