Unable to call certain numbers

I got a call the other day stating that they could not call any numbers with a certain prefix. They were able to call these numbers before but for some reason they cannot call them now. They receive an error (Beep Beep Beep Your call did not go through, please try your call again 0403. I am not sure if this recording is one from asterisk or from our phone provider. I don’t know if the recording from asterisk begin with the three beeps. We have pri’s that is terminating in a digium card. Here is the output from the last couple of lines from the cli when trying to place a call. It appears that dahdi is processing the call and gives a progress with cause code 127.
