UCP not forwarding voicemails

I’m setting up a completely new FreePBX server when my backup/restore failed on my old setup that experienced a HD failure.

New install FreePBX v16.0.19 all modules updated. UCP v16.0.16

The issue I have is in UCP I forward a voicemail to another extension. I receive a message “Voicemail successfully forward to extension XXX” but it never shows up at the other extension. If I do the forward via the phone’s verbal voicemail interface it works.

Any suggestions?
