There is insufficient information to diagnose your problem. Continually bumping it without providing some real details is unlikely to help.
Unless you are using some sort of GSM gateway device to directly access the cellular network, the fact that the destination is a cellular phone, as against a landline one, will be irrelevant to Asterisk/FreePBX.
