Transfer *2 Intermittently Working

We are having these flairups were groups of PSTN mobile phone users taking inbound queue calls will not be able to engage *2 to transfer. It is across carriers (T-Mobile, AT&T, Verizon), they receive the queue call just fine, and can speak with the customer, but when they press *2 the transfer feature does not activate. It can be fine for a few days, then all of the sudden several agents are impacted all at once. two way audio between the customer and employee are fine throughout the call.

Any ideas?
