Track/log Reason for queue failover

I am trying to get some monitoring and reporting set up, and am hoping to ask regarding:

I have a queue (queue1), with agent timeout, and Max Wait Time set up.
this queue has a Fail Over Destination set up (queue 2)

is there any reasonable way to track WHY a call hit the failover destination?
ideally: no agents in queue //. timeout // all agents busy?

You can take a look at CEL reports, or you can just see your logs.

i dont see Any of the information i need as part of the CEL?
could you clarify?
