The module x does not seem to support restores

Got a weird one: backup from PBXact 15, attempting to restore to a new FreePBX 15 server before migrating the licensing over to make the new server a PBXact again. The restore seems to proceed well until a certain point where the backup.log reports:

The modules that are failing to restore are, unfortunately, key to the business, so we’re trying to troubleshoot this. Has anyone seen this error and solved it?

I assume modules on the destination pbx are current?

Yes, full installation of distro and all up to date.
