I am new at all this and am wondering what is the difference between these two devices? They look the same to me except for price. Is there any difference in voice quality?

The two cards you specify are of the same design. Both work fine, but neither come with onboard echo cancellation.
Check out www.bullzeyenetworks.biz for a good deal on the OpenVox cards.
