Freepbx 13.0.46 then updated to 13.0.61

I have been locked out of my server for several weeks, no ssh, no freepbx web access, etc.
I started and stopped the server two times within 5 minutes to stop the firewall and was able to gain
access to the system and disable the firewall. Now that I am able to access the Freepbx web panel
I find that the System Admin no longer recognizes me as activated. I did not change any hardware
on the server. Did not change any IP addresses. There is no option to deactivate and then reactivate.
How do I restore my System Admin and the modules I have purchased?
