I’m pretty sure you can obtain verbal consent.
Based on my experiences so far, that isn’t really accepted. I just had another rejection for the “Call To Action” i.e. how people give consent, it had verbal or person-to-person consent and that seems to be an issue. Basically it seems that the user can only give consent in a manner that doesn’t require another person to accept it.
It’s possible they tightened their scope since I had our last 10DLC approved. I got through on verbal consent. Either that or the administrator handling my application was in a good mood or not paying attention.
The primary issue with regulatory systems that are subjective. Decisions shouldn’t change if you skipped caffeine that day. I will save my rants on that stuff for my assigned alphabet agent

Legislators prefer not to be concrete, as concrete rules lend themselves to loopholes and to being broken by new technology.
