Route inbound calls based on known number

is it possible how would I implement routing calls to different IVRs based on if caller number is in a database. I would like to be able to distinguish between new and existing customers.

There is no native way to do this in FreePBX, but the 3rd party module Dynamic Routes can do it, possibly in conjunction with some custom AGI code. It’s also the type of thing we can usually assist with in Sangoma Support.
