How to make it so that with extensions 03XX all outgoing external calls are barred from 9 pm to 9 am the next day?
Anyone have any advice?
There is a time group feature in Outbound Routes where you can set when the route is available.
I did not find there how to specify from which extensions to restrict access by time
When entering dial patterns, there is a field for callerid.

Make sure your first outbound route is for emergency dialing and has no restrictions.
