Restricting extensions to specific Dial Plans

I am trying to allow 3 specific extensions to be able to make international calls and restrict the others from doing so, how would I go about doing this?

Purchase extension routing module or use the CallerID field in the outbound routes to allow only specific extensions to use this particular route:
